Who We Are

ASOVICTRA is a social and educational organization, founded in 2005, dedicated to promoting road safety, risk prevention, and the comprehensive protection of individuals across the domains of traffic, transport, work, and technology—constituting the so-called "Four Ts" of its institutional mission. Its creation emerged in response to the need to strengthen the care, guidance, and advocacy provided to victims of road and workplace accidents, utilizing a structured approach that integrates preventive education, technical training, and comprehensive assistance. Since its inception, ASOVICTRA has developed an intervention model centered on risk reduction, the preservation of life, and providing humanistic support in the face of the social, legal, and economic consequences resulting from accidents. Throughout its history, the organization has established a line of work that integrates specialized training with social impact programs, thereby contributing to the cultivation of a culture of prevention, responsibility, and safety across various sectors of society.

Institutional Approach

ASOVICTRA’s model is grounded in three strategic pillars: Preventive education and training, aimed at developing competencies in road, workplace, and technological safety. Risk management and analysis, applied to productive, operational, and community environments. Comprehensive care and support for victims, provided through social, legal, and psychological guidance, as well as coordination with specialized support networks. This approach enables intervention in both the prevention of adverse events and the mitigation of their impacts, fostering safer and more sustainable environments.

ASOVICTRA implements programs in the following areas: Road safety and defensive driving, Industrial safety and occupational health, Safe operation of vehicles and industrial equipment, Community road safety education, Comprehensive protection and assistance for victims, Risk analysis in workplace and technological environments, International Reach and Collaboration. ASOVICTRA carries out its initiatives through an international network of delegates, representatives, and collaborators who contribute to the implementation of educational, social, and awareness-raising programs across diverse contexts. This collaborative model allows the organization to adapt its lines of action to diverse realities, maintaining an institutional approach grounded in education, prevention, and social responsibility—without necessarily requiring the establishment of formal legal structures in every country.

Recognition and Participation

ASOVICTRA is a founding signatory of the European Road Safety Charter, an initiative driven by the European Commission aimed at reducing traffic accidents and promoting a culture of safe mobility at the international level. Furthermore, the organization participates in initiatives related to the protection of human rights, road safety, and support for vulnerable populations—particularly children and adolescents.

Relationship with the Productive Sector

The organization has developed training, capacity-building, and risk analysis programs for companies and institutions involved in transport, logistics, and production. By doing so, it contributes to reducing workplace and road-related accidents, as well as strengthening a preventive culture within corporate environments. Its intervention model integrates technical training with operational analysis, enabling organizations to enhance their safety standards and protect their human capital.

ASOVICTRA maintains a sustainability model based on providing educational and technical services to the private sector. Liliana M. Romero, PhD. Founder and Executive Director. A professional with a multidisciplinary background in human rights, safety, and educational program development, Liliana M. Romero is the founder of ASOVICTRA and is responsible for guiding its strategic vision and institutional expansion. He/She holds a background in law, psychology, and business administration, specializing in the design of projects, manuals, standards, and procedures oriented toward.

Anail Fabiola Febres, Lic. Institutional Delegate Liaison | United States. A professional in the field of chemistry and an instructor in industrial safety. She coordinates and supports processes related to training, assistance, project management, and institutional coordination.

Gilberto R. Romero, SOb. Institutional Advisor on Safety and Training | Venezuela. A specialist in workforce instruction with over 30 years of experience in the steel, road infrastructure, and urban development sectors. He participates in the design and oversight of safety and technical training projects.

Lilibeth V. Vaamonde, Lic. Delegate for Social and Community Programs | Colombia. A professional in information and outreach, with extensive experience in social work, victim assistance, and the development of community programs focused on a culture of prevention.

Eribert L. León. International Institutional Liaison | Europe. A specialist in international relations and social activism, involved in initiatives related to road safety and institutional cooperation.

Keidy N. Cabrera, Lic. Specialist in Road Safety and Training | Venezuela. A professional with over 30 years of experience in the field of land transportation and institutional training. She has held leadership positions in police training academies and participates in the development of educational programs.

Naily Sosa C., PhD Educational Programs and Child Care | Venezuela. A specialist in education and child development, responsible for programs focused on the care and education of children and adolescents within the framework of the organization's institutional projects.
